Scheme Overview

This scheme supports the pilot phase of projects aiming to develop new ways of creating, distributing and promoting European audiovisual content with the use of new, innovative information and communication technologies.


Eligible projects
The types of actions considered under this Call for Proposals are:
* Distribution: new ways of creating, distributing and promoting European audiovisual content via non-linear services
* Open Media Production Environment 

* Distribution - Promotion & Marketing: the use of web techniques to develop local cinema communities
* Previously funded Pilot Projects: Actions which have received funding under a previous MEDIA Pilot Projects Call for Proposals.

 

European dimension
Proposed projects will have to offer a minimum European dimension, which will be assessed on the basis of the following criteria: the origin of the content and the target audience. This should be quantified as at least four countries participating in the MEDIA 2007 Programme and at least three different official languages of the European Union.

 

Eligible organisations
Existing companies and organisations registered in one of the countries participating in the MEDIA Programme, whose activities contribute to the realisation of the objectives of the scheme.


Selection
Projects that meet the eligibility and selection criteria will be given scores according to the award criteria. Award criteria will be evaluated by means of an Evaluation Committee advised by external independent experts.

 

Award Criteria


* Content of the activity 40%

Relevance to the MEDIA Programme objectives 20%

European dimension 20¿P>

* Feasibility and Coherence of the work plan 60%

Clarity of objectives and target groups 15%

Clarity and consistency of the general design of the action and likelihood of attaining the desired goals within the action's period 15%

Cost effectiveness of the action 10%

Experience of the participating organisations and quality of the management plan of the action 10%

Quality and effectiveness of the plan for dissemination of the results 10¿P>

Nature and level of support
The amount of co-financing may not exceed 50% of the total eligible costs of the submitted project.  The support is offered as subsidy.


Available budget for 2009
€2 million.
